Can a team member (developer) be a Scrum Master at the same time?

Yes. Nothing stops a developer from also serving as a Scrum Master.

It may relatively work better in a small more self-organizing team than in a large team that requires more support.

Also, a developer may not be as proficient in analyzing the organizational dysfunctions and helping the Product Owner.
